{"id":26709,"date":"2026-03-31T21:31:29","date_gmt":"2026-03-31T21:31:29","guid":{"rendered":"https:\/\/ecocycle.org\/?p=26709"},"modified":"2026-04-15T20:40:53","modified_gmt":"2026-04-15T20:40:53","slug":"first-steps","status":"publish","type":"post","link":"https:\/\/ecocycle.org\/first-steps\/","title":{"rendered":"From First Steps to Lasting Change: Eco-Cycle\u2019s 50-Year History of Leading the Way"},"content":{"rendered":"\n<p><em>As we look back on how far we\u2019ve come in <a href=\"https:\/\/ecocycle.org\/about-us\/50-years\/\">the last fifty years of Eco-Cycle\u2019s history<\/a>, many of the Zero Waste programs and services we rely on in Boulder County today started as local \u201cfirsts,\u201d built by Eco-Cycle and a community willing to try something different. Together, we\u2019ve shown that replacing our destructive \u201ctake-make-waste\u201d consumption system with more circular systems is possible\u2014and we\u2019re just getting started.<\/em><\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"512\" data-src=\"https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner-1024x512.png\" alt=\"\" class=\"wp-image-26719 lazyload\" data-srcset=\"https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner-1024x512.png 1024w, https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner-300x150.png 300w, https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner-768x384.png 768w, https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner-1536x768.png 1536w, https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner-200x100.png 200w, https:\/\/ecocycle.org\/content\/uploads\/2026\/03\/Bus-Group-Photo_Banner.png 2000w\" data-sizes=\"(max-width: 1024px) 100vw, 1024px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 1024px; --smush-placeholder-aspect-ratio: 1024\/512;\" \/><\/figure>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>In Boulder County, many of the solutions we may take for granted now\u2014such as curbside recycling and composting, Zero Waste education, and specialty drop-off centers such as the <a href=\"https:\/\/ecocycle.org\/services-and-facilities\/charm\/\">Eco-Cycle\/City of Boulder Center for Hard-to-Recycle Materials (CHaRM)<\/a>\u2014began as innovative new ideas that needed testing, community support, and persistence.&nbsp;<\/p>\n\n\n\n<p><strong>Eco-Cycle has spent decades helping design and implement Zero Waste solutions, supported by a community willing to try something different. <\/strong>Together, we\u2019re not just managing waste, but designing new systems that prevent waste from the start.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Eco-Cycle Firsts Over the Decades<\/h2>\n\n\n\n<p>Since our founding in 1976, we\u2019ve helped shape what Zero Waste looks like in Boulder County and beyond. <strong>Over the decades, we\u2019ve launched a number of \u201cfirsts\u201d<\/strong>\u2014infrastructure, programs, and policies that helped create lasting systems change that other communities could adopt and build from.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Some of our most impactful \u201cfirsts\u201d include:&nbsp;<\/strong><\/h3>\n\n\n\n<p><strong>1976 &#8211; THE RECYCLING REVOLUTION BEGINS<\/strong><\/p>\n\n\n\n<p>In the 1970s, recycling wasn\u2019t a household word or concept. <strong>Eco-Cycle launched one of the very first curbside recycling programs in the nation<\/strong>, <a href=\"https:\/\/ecocycle.org\/about-us\/our-history\/\">using old school buses to collect materials directly from the community<\/a>. Volunteers, neighbors, local government, and community groups all played a role in creating a new model that was shared with other communities as programs began to spread nationwide.<\/p>\n\n\n\n<p><strong>1979 <\/strong>&#8211; <strong>COLORADO\u2019S FIRST RECYCLING FACILITY<\/strong><\/p>\n\n\n\n<p>Eco-Cycle, in partnership with the City of Boulder and Boulder County,<strong>opened the first multimaterial recycling facility in Colorado,<\/strong> accepting and preparing a variety of recycled materials for market, such as newspapers, glass, steel, and aluminum.<\/p>\n\n\n\n<p><strong>1986 &#8211; SCHOOL RECYCLING AND EDUCATION<\/strong><\/p>\n\n\n\n<p>In partnership with the Boulder Valley School District and St. Vrain Valley School District, Eco-Cycle created one of <a href=\"https:\/\/ecocycle.org\/our-programs\/boulder-county-model\/zero-waste-programs\/schools-programs\/\">the first school recycling and education programs<\/a> to help students understand how their choices impact the environment. That work continues today, reaching 58,000 students and staff each year.<\/p>\n\n\n\n<p><strong>1992 &#8211; FIRST COMMINGLED SORTING<\/strong><\/p>\n\n\n\n<p>Eco-Cycle staff designed and built the <strong>first commingled sorting system in Colorado<\/strong>, making it easier for residents to participate in recycling by allowing containers like glass and cans to be mixed together.<\/p>\n\n\n\n<p><strong>1999 &#8211; FIRST COMMUNITY COLLECTION EVENTS FOR ELECTRONICS RECYCLING IN COLORADO<\/strong><\/p>\n\n\n\n<p>Eco-Cycle moved to the next frontier of recycling and helped organize <strong>Colorado\u2019s first electronics recycling collections<\/strong>, the beginnings of collections for \u201chard-to-recycle\u201d materials that require special handling.&nbsp;<\/p>\n\n\n\n<p><strong>2000 &#8211; THE ZERO WASTE MOVEMENT BEGINS<\/strong><\/p>\n\n\n\n<p>In 2000, Eco-Cycle helped launch the <a href=\"https:\/\/ecocycle.org\/learn-about-zero-waste\/what-is-zero-waste\/\">Zero Waste movement<\/a>\u2014locally, nationally, and even globally. At the time, the idea of rethinking the concept of waste and designing it out of the system was considered radical. We worked to define what Zero Waste could look like in practice, sharing a blueprint for Zero Waste models internationally.<\/p>\n\n\n\n<p><strong>2001 &#8211; TWO NEW RECYCLING FACILITIES ARE BORN<\/strong><\/p>\n\n\n\n<p>After Eco-Cycle and many partners throughout the community campaigned to pass a \u201ctrash tax\u201d in 1992, the <a href=\"https:\/\/ecocycle.org\/services-and-facilities\/bcrc\/\">Boulder County Recycling Center<\/a> was built in 2001. Eco-Cycle became its first (and current) operator, allowing us to move our twenty-five-year outdoor operations indoors.&nbsp;<\/p>\n\n\n\n<p>That created new opportunities at our old processing location. In partnership with the City of Boulder, we opened the Eco-Cycle\/City of Boulder Center for Hard-to-Recycle Materials (CHaRM)\u2014<strong>the first facility of its kind in the nation<\/strong>\u2014finding recycling solutions for now <a href=\"https:\/\/ecocycle.org\/services-and-facilities\/charm\/what-we-accept\/\">more than 25 different categories of materials<\/a> that aren\u2019t accepted in curbside programs.<\/p>\n\n\n\n<p><strong>2005 &#8211; ZERO WASTE SCHOOLS AND THE FIRST COMMERCIAL COLLECTIONS FOR COMPOST<\/strong><\/p>\n\n\n\n<p>Eco-Cycle became the <strong>first hauler to collect compostable materials from businesses<\/strong>, helping address 40% of the municipal waste stream made up of organic materials. This same year, we also launched our <a href=\"https:\/\/ecocycle.org\/our-programs\/boulder-county-model\/zero-waste-programs\/schools-programs\/green-star-schools\/\">Green Star Schools Program<\/a>, initially partnering with five Boulder schools willing to innovate with us to create <strong>the first comprehensive Zero Waste schools program in the nation<\/strong>.<\/p>\n\n\n\n<p><strong>2006 &#8211; FIRST ONGOING ZERO WASTE EVENT<\/strong><\/p>\n\n\n\n<p>Eco-Cycle worked in partnership with the <a href=\"https:\/\/bcfm.org\/markets\/boulder-farmers-market\/\" target=\"_blank\" rel=\"noreferrer noopener\">Boulder Farmers Market<\/a> vendors and farmers to become<strong>the first ongoing Zero Waste event in the nation<\/strong>.&nbsp;<\/p>\n\n\n\n<p><strong>2016 &#8211; FIRST UNIVERSAL ZERO WASTE ORDINANCE IN COLORADO<\/strong><\/p>\n\n\n\n<p>Eco-Cycle successfully collaborated with City of Boulder officials and advocated for the passage of their <a href=\"https:\/\/bouldercolorado.gov\/services\/universal-zero-waste-ordinance\" target=\"_blank\" rel=\"noreferrer noopener\">Universal Zero Waste Ordinance<\/a>, requiring all businesses to have recycling and composting services. <strong>Boulder became the first city in Colorado and the 3rd city in the US to mandate recycling and composting citywide<\/strong>.<\/p>\n\n\n\n<p><strong>2017 &#8211; FIRST STATE OF RECYCLING REPORT FOR COLORADO<\/strong><\/p>\n\n\n\n<p>Eco-Cycle and CoPIRG partnered to release the <strong>first annual <\/strong><a href=\"https:\/\/ecocycle.org\/our-programs\/zero-waste-colorado\/state-of-recycling-composting\/\">\u201cState of Recycling in Colorado\u201d report,<\/a> highlighting municipalities with innovative programs and infrastructure to divert natural resources from the landfill.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>2019 &#8211; COMMUNITY SCIENCE FOR CARBON FARMING<\/strong><\/p>\n\n\n\n<p>Eco-Cycle launched the <a href=\"https:\/\/ecocycle.org\/our-programs\/composting-and-carbon-farming\/carbon-farming-boulder-county\/ccfc-final-results\/\">Community Carbon Farming pilot<\/a>, <strong>the first study in the nation to test the potential of sequestering carbon in residential backyards<\/strong> using carbon farming practices such as applying finished compost to landscapes.<\/p>\n\n\n\n<p><strong>2021 &#8211; COLORADO BECOMES THE FIRST INLAND STATE TO ADDRESS PLASTIC POLLUTION<\/strong><\/p>\n\n\n\n<p>Eco-Cycle, working with partners statewide, successfully advocated for <strong>Colorado\u2019s <\/strong><a href=\"https:\/\/ecocycle.org\/our-programs\/zero-waste-colorado\/plastic-pollution-reduction-act-overview\/\">Plastic Pollution Reduction Act,<\/a> which prohibits restaurants from using toxic foam containers and large retailers from distributing plastic bags. Colorado was the third state to take such action, and the first inland state. Since implementation, it is estimated that over 1 billion&nbsp; plastic bags will be conserved annually in Colorado.<\/p>\n\n\n\n<p><strong>2022 &#8211; COLORADO BECOMES THIRD STATE TO ADOPT PRODUCER RESPONSIBILITY<\/strong><\/p>\n\n\n\n<p>Eco-Cycle successfully champions Colorado\u2019s <a href=\"https:\/\/ecocycle.org\/producer-responsibility-approved\/\">Producer Responsibility for Paper &amp; Packaging law<\/a>, <strong>making Colorado the third state in the nation <\/strong>to adopt this groundbreaking legislation<strong>that provides free recycling to all residents<\/strong> through fees paid by producers.<\/p>\n\n\n\n<p><strong>ZERO WASTE MEETS ZERO EMISSIONS<\/strong><\/p>\n\n\n\n<p>Also in 2022, we <strong>deployed the first commercial-scale EV compost truck in the nation <\/strong>as part of our <a href=\"https:\/\/ecocycle.org\/services-and-facilities\/zero-waste-hauling-and-consulting\/zero-waste-hauling\/zero-emissions\/\">Zero Waste\u2013Zero Emissions<\/a> vision.<\/p>\n\n\n\n<p><strong>2024 &#8211; BUILDING COMMUNITY-BASED COMPOST INFRASTRUCTURE<\/strong><\/p>\n\n\n\n<p>Eco-Cycle launched the <strong>first <\/strong><a href=\"https:\/\/ecocycle.org\/our-programs\/composting-and-carbon-farming\/circular-community-compost-system\/\">community-based compost system<\/a><strong> in Boulder County<\/strong> in the spring of 2025, collecting the cleanest organic discards (food scraps) from local schools and businesses and <a href=\"https:\/\/ecocycle.org\/our-programs\/composting-and-carbon-farming\/farmer-first\/\">delivering them to Boulder County farms<\/a>, where they are used to produce high-quality compost for farmlands.<\/p>\n\n\n\n<p><strong>2026 &#8211; COLORADO AGGRESSIVELY ADDRESSES LANDFILL EMISSIONS<\/strong><\/p>\n\n\n\n<p>Eco-Cycle and our partners led a <a href=\"https:\/\/ecocycle.org\/our-programs\/zero-waste-colorado\/landfill-methane\/\">statewide campaign to cut methane emissions generated at landfills<\/a>, Colorado\u2019s third-largest source of methane emissions. As a result, <strong>Colorado became the first state to adopt such comprehensive state-specific standards for landfill greenhouse gases<\/strong>\u2014a major win for public health, clean air, and climate action.<\/p>\n\n\n\n<p>These firsts aren\u2019t just a series of milestones\u2014they\u2019re proof that, working together, we can continue to replace broken, wasteful, and polluting systems with new, circular systems that protect our natural resources and the health of our planet for generations to come.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Looking Ahead<\/h2>\n\n\n\n<p>Each of these \u201cfirsts\u201d began with identifying a challenge and working together with partners from all sectors of our community\u2014residents, businesses, local government, schools, and farmers\u2014to build practical solutions that protect our climate and natural resources, reduce waste, and create new systems that work better for people and the environment.&nbsp;<\/p>\n\n\n\n<p>There\u2019s still much more work to do.
